A practical, independent approach to strategy, risk and service improvement.

I’m Graham Holland, founder of GTH Consulting. I have over 20 years’ experience working with and alongside the fire and rescue sector, with much of that focused on risk, analysis and operational decision-making. I set up GTH Consulting to provide independent, practical support to services working through complex questions about risk, resources and service change.

My work is often as an independent advisor or critical friend. That might involve reviewing an existing model or proposal, testing assumptions, helping shape a more robust approach, or providing targeted analysis where it is needed. The focus is always on helping services move forward with clearer evidence and greater confidence in the decisions they are taking.

I work across response, prevention and protection, supporting services with strategic planning, fire cover and risk review, and the development of analysis that is proportionate, transparent and usable in practice.

Why work with me?

  • Over 20 years of sector experience

  • Independent, constructive challenge

  • Strong understanding of risk, strategy and operational context

  • Clear, practical advice that stands up to scrutiny

We would not be in the strong position we are today without Graham’s input. He helped us build confidence in the model and gave us a clear, practical understanding of where further development was needed.
